Presenter Bios

Ken Draut, KY Department of Education
Ken Draut was named Associate Commissioner for the Office of Assessment and Accountability on June 29, 2007. He oversees the Division of Assessment Design and Implementation and the Division of Support and Research.  The office and its divisions provide service to Kentucky Public School Districts, including assessment data reporting, federal compliance and communications.

Ken has 27 years of educational experience.  Prior to joining the Kentucky Department of Education, Ken worked for 11 years in Jefferson County Public Schools both as a District Assessment Coordinator and the Director of Planning.

Prior to work in Jefferson County, Ken worked for 5 years as the District Assessment Coordinator for Henry County Schools and worked for 7 years in the Kentucky Department of Education as a manager of the Kentucky Statewide Testing Program.

He has served on various statewide committees and organizations dealing with assessment and planning issues.  Ken was a founding member of the Kentucky Association for Assessment Coordinators and served as President of the Association.

In addition to his work in education, Ken is a retired United States Naval Reserve Officer with over 30 years of service to our country.

Ron Flannery, White & Associates
Ron Flannery is known statewide for his expertise in the field of school accounting.  A partner in the firm of White & Associates, PSC, he works with school districts year-round by providing training to school leaders and finance support staff. He has worked in over 150 Kentucky school districts providing training, auditing and school activity fraud investigations. In addition, he assists the University of Kentucky’s Gatton College of Business and the Kentucky Department of Education to certify school administrators in school finance.

Dr. Chuck Hamilton, Marion Co. Schools
Dr. Hamilton has served as a middle and high school mathematics teacher, high school assistant principal, middle and high school principal, district finance director and superintendent in two Kentucky districts over his 27-year career.  He is currently superintendent of the Marion County Public Schools serving 3,200 students. He provides training in school finance for school board members through KSBA, serves on the KASA and KASBO boards, works with the Kentucky EPSB on superintendent preparation program, and is guiding KASA’s annual finance, policy and operations institute.  Dr. Hamilton is currently teaching a graduate level school finance course for aspiring principals and superintendents through the University of Kentucky. 

Earl Hughes, Kentucky Department of Education
Earl W. Hughes is currently a trainer and facilitator for KASA’s Kentucky Leadership Academy, and a member of the Integrated Design Team facilitating the work of the Teacher and Principal Professional Growth and Effectiveness Systems.  Mr. Hughes retired from the position of assistant superintendent in the Kenton County School District in 2009.  Prior to working the central office, he served as principal of White's Tower Elementary School in Independence.  Mr. Hughes was the 1994 Kentucky State Teacher of the Year, and has served as one of the original Kentucky Distinguished Educators. Classroom experiences include 16 years in Boone County as an elementary and special education teacher, and eight years teaching middle and high school in Missouri. 

Bruce Hunter, American Association of School Administrators
Bruce Hunter directs the legislative efforts of the American Association of School Administrators in Congress and the U.S. Department of Education. Hunter came to AASA in 1982 as a Legislative Specialist. He has focused on increasing the impact of school administrators on federal legislation through greater involvement in the legislative process. Hunter began his career in education as a junior high social studies and English teacher in Shoshoni, Wyoming. He also trained head start teachers in west Texas, taught sociology at Eastern New Mexico University and was a policy analyst and grant administrator for the Education Commission of the States in Denver.

William K. Poston Jr. is an Emeritus Professor of educational leadership and policy studies at Iowa State University in Ames, Iowa, where he served for 17 years. A former math and physics teacher, he accumulated 25 years of experience in educational administration including 15 years as a superintendent in Tucson and Phoenix, Arizona, and in Billings, Montana. His experience includes serving as executive director of the Iowa School Business Management Academy—the licensure program for school business managers in Iowa—for 15 years. He is the originator of curriculum-driven budgeting, and he has led over 75 curriculum audits. Poston has written 13 books and over 40 journal articles and continues to provide extensive service to schools in the areas of evaluation, curriculum management auditing, performance-based budgeting, and organizational quality improvement.

Larry Roach, PSST
Larry Roach
is President of PSST, LLC, a MUNIS consulting and software integration and development company.  He has taught a variety of MUNIS courses since 1995 including MUNIS Time & Attendance, Advanced Data Access & Query, MUNIS 101 and Advanced Payroll Features. Roach is also a frequent seminar speaker, presenting information on many finance and personnel topics.  He has been a MUNIS Certified Consultant for 17 years.


Dr. Tom Shelton, Fayette Co. Schools
Tom Shelton, Kentucky’s 2011 Superintendent of the Year, became head of Fayette County Public Schools effective Sept. 1, 2011. Tom previously served as superintendent of Daviess County schools in Owensboro since July 2004. For six years, he was the assistant superintendent for finance and operations and three years as director of Business and Finance, also in Daviess County. 
     Coming from a long line of ministers and teachers on both sides of his family, Tom followed a nontraditional route to a career in education. A certified public accountant, he earned a bachelor’s degree in accounting, a master’s degree in business administration and a Rank I in educational administration from Murray State University. He has completed his Ph.D. degree in educational leadership from the University of Louisville and a graduate certificate program in executive educational leadership from Harvard University. His research has been presented in several U.S. conferences and at the International Congress of School Effectiveness and Reform’s 2011 conference in Limassol, Cyprus. 
     Tom currently serves as a member of the Kentucky Teachers Retirement System's board of trustees, a member of the Superintendents Advisory Council for the Commissioner of Education, and president of the Council for Better Education. He also represents Kentucky as a member of the Governing Board and of the Council of County School Superintendents of the American Association of School Administrators. 

V. Wayne Young, Kentucky Association of School Administrators
Wayne Young joined the KASA staff in 1983 and became executive director in 1989. He conducts frequent workshops for teachers, attorneys, and school administrators on legal issues in education such as student confidentiality issues, sexual harassment, and school personnel law. Young has taught school law at the graduate level for the University of Louisville and has published numerous articles on education law, including in the Kentucky Bar Journal, the official professional publication for Kentucky lawyers. He is also the author of the school law training module that has been used to train all new school superintendents in Kentucky for the past 19 years.  He is a graduate of the University of Kentucky and the UK College of Law.
